Work method

Steps for building
an M&E system

Stages of building an M&E system using a structured methodology aligned with international evaluation standards.

01
Diagnosis of current state
Comprehensive assessment of the current M&E system, data collection mechanisms, accountability processes, and institutional capacity; gaps are identified and system needs are analyzed.
02
Development of the M&E framework
A comprehensive M&E framework is developed, including the results chain, indicator system, data collection methods, accountability matrix, and reporting mechanisms. LogFrame and results-based management principles are applied.
03
Establishing the data collection system
Identification of primary and secondary data sources, development of data collection tools (questionnaires, interview guides, observation protocols); implementation of data management procedures.
04
Capacity building and implementation
The developed M&E system is agreed with stakeholders; staff undergo training on M&E methodologies; mentoring and technical assistance are provided to support the implementation phase.
05
Monitoring and reporting
Regular collection, analysis, and reporting of data against identified indicators; communicating performance results to management for timely corrective actions.
06
Evaluation and learning cycle
Conducting regular evaluation activities, documenting lessons learned, preparing and implementing recommendations; institutionalizing the learning cycle to form a sustainable M&E culture.
Methodology

Our applied
M&E approaches

Evaluation frameworks contextualized based on international development methodologies.

Results-based management (RBM)
Measuring performance based on identified output, outcome, and impact indicators; applying a data-driven approach to decision-making.
Logical framework analysis (LogFrame)
Systematic identification of the project/program objective hierarchy, indicators, verification sources, and assumptions.
Impact assessment
Measuring the direct and indirect results of program interventions; applying comparative analysis, beneficiary assessment, and attribution methods.
Risk-based monitoring
Building an adaptive monitoring framework aligned with project risks; timely detection of implementation problems through early warning systems.
Participatory evaluation
Active involvement of beneficiary groups, staff, and stakeholders in the evaluation process; comprehensive analysis incorporating internal perspectives.
International standards
Methodology aligned with UN, World Bank, European Union, OECD/DAC evaluation principles — effectiveness, efficiency, relevance, impact, and sustainability criteria.
